A changing project landscape
A good goal needs a service that can be delivered
Many associations and organisations have a strong understanding of their target group’s needs, but limited resources to turn that understanding into digital support services. At the same time, project funding increasingly requires applicants to show what they can actually deliver with the funding.
Digiter’s role is to bring capabilities to a project that can be demonstrated, piloted and developed further: services that make forms easier to understand, conversation paths that support ideas and guidance, and structures that make participants’ own voices more visible.

An association does not always need its own technology department
Organisations do not have to build digital services alone. A project partner can bring ready-made structures, demos and developed resources that can be adapted to the call’s goals.
Digital support can contribute to impact
When a service helps someone fill in a form, describe their skills or get started with an idea, it puts the project’s goal into practice through tangible support.
EU requirements must be considered from the start
Data sovereignty, accessibility, data protection and responsible use of AI are integral to credible digital delivery, especially in publicly funded and association-led funding contexts.

Varpu helps participants clarify an idea, skills or a development need through structured conversation. It is particularly suited to guidance, training, entrepreneurship coaching and making participants’ own thinking visible.

Lomaketulkki
Lomaketulkki helps users understand form fields and service interactions in clear language. Its goals are to reduce errors, make it easier to seek help and support independent access to services.

Kipinä
Kipinä helps young people and participants in particular put thoughts into words when they cannot yet structure them themselves. An idea can develop into a concept and later a prototype.

Digiter monitors funding calls where accessible digital support services, multilingual support, participation and responsible use of AI can strengthen a project’s delivery capabilities. Calls published through OpenCalls may be featured on this page later.
Information Management and Artificial Intelligence Services (DPS)
DigiFinland Oy has established a Dynamic Purchasing System (DPS) regarding information management and AI platforms, licenses, and expert services. Actual procurements will be made through internal competitions based on separate calls for tenders. The deadline for joining the system is 17 April 2030.
Tampere model for leisure activities (Dynamic Purchasing System)
The City of Tampere is procuring leisure activities for comprehensive school pupils through a new dynamic purchasing system (DPS). The system comprises three areas: physical activities, cultural, digital and other leisure activities, and activities for children with special needs. Eligible applicants include professional operators and organizations. Applications to join the DPS can be submitted throughout its validity.
AI4Creatives Support Platform: embracing a fair AI revolution
An upcoming Horizon Europe call aiming to establish a European virtual AI support platform for the cultural and creative sectors and industries (CCSI). The call targets research organisations, companies and relevant stakeholders. The application period runs from May 13, 2027, to September 23, 2027.
Understanding inhabitant’s experiences of neighbourhoods to support their health and well-being
Horizon Europe call supporting research on inhabitants' experiences of their neighbourhoods, health, and well-being as part of the green transition. The call requires a participatory approach and data collection across diverse demographic groups. Deadline is 1 December 2026.
Digital Services Developer Partnership Procurement
The City of Espoo is requesting tenders for a digital services developer partnership. The procurement covers agile development expert services, as well as support and maintenance services for the City of Espoo's digital services and e-transactions. The procurement is divided into three sub-areas: customized software products, Microsoft Power Platform technology, and Microsoft analytics and BI technology. This is a framework agreement through which the city can supplement its digital development
Development partnership for data-driven and AI-assisted customer guidance
Business Finland is seeking a development partner to build data-driven and AI-assisted customer guidance. The goal is to improve customer experience, enhance service guidance, and leverage data, analytics, and AI in identifying, guiding, and serving customers. The partner is expected to support change at all levels, including creating use cases, building capabilities, and cultural transformation. The deadline is 19.11.2026.

AI and Automation Solutions and Related Services 2026-2033 (DPS)
Istekki Oy is seeking participants for a Dynamic Purchasing System (DPS) for the provision of AI and automation solutions and related services from 2026 to 2033. The DPS is divided into five baskets, covering areas such as AI solutions for patient information systems, physical AI devices for social and healthcare, AI solutions for social/healthcare and rescue services, other AI solutions, and task/process automation. Digiter can apply to any of the baskets.
